Is there some File I can specify containing the country codes and their Weight ranges and shipping charges. If Yes, what will be the format of that file?

I saw a field saying File Name when I add the shipping methods.

Any clues?

You can customized to do so but the file namefield in shippingmethods table is to specify if you are using UPS, FEDEX or intershipper.
But I think you can just simple setup the weight range and insert the country code with comma separated. Try that let us know.
To set up shipping charges by weight range is in developer manual and there are some post in the forum too.
