First time setup and I got into this problem when I follow the setup guide step 5.3.3 convertmysql?

Error Type:
Active Server Pages, ASP 0126 (0x80004005)
The include file 'CAPTCHA_setup.asp' was not found.
captcha/captcha_form_inc.asp, line 1

.......

The file is there??
