I had this issue and this is what support asked. I did change the setting and I can see gift certs in the admin, but my customers can't buy them as they did in 6.5.
"Can you ask your host to confirm that for this table Gifts that the giftid column is both the primary key AND it automatically incremented on addition of a record. This means that a number is automatically assigned to each new record for the giftid column."
They said I needed to set up a product for a gift certificate and make sure to select the product type as gift. I did this and now when the customer clicks on buy gift certificate, they get the boxes like the old version.
I never found anything in the design guide or user manual about this.
