Use this site to look it up. Somewhere on that site you can also download a full list of IP to Country codes.
You could try using a .htaccess file to deny that IP like I have. I'm not a pro at this, but the following seems to work.
Create an .htaccess file if you don't already have one in your web root.
Then add something like this:
deny from 22.214.171.124
After you review the downloaded file from IP2Location, you could look up the range and probably drop that deny statement down to just "deny from 59.42". That would then cover a broader range. You can then just add more deny lines as needed.
I implemented this when we started getting garbage submitted through our contact form.
