On most items on our site, we have to charge tax on any orders shipping to the same state we're in, but not on orders shipping out of state (or country). But we have several items that don't require tax at all, yet tax is still being charged on the in-state orders.

I assume you have the products you want as non-taxable with their Tax Free choice set to "YES" in that product master?

Also, make sure in Software Confirguration Settings you have xtaxfreeproducts set to YES.

I missed the xtaxfreeproducts setting. That worked, thanks!
