Hi
How do I change a categoryID?
A previously used category has been deleted and the categoryID number is no longer in use. How do I add a new category and use the previously deleted categoryID?
Alternatively how can I order my 'sale categories' as I want them?

The only way to do this is to rebuild your categories table. Not really recommended.

Once a category has been deleted you have pretty much lost the number unfortunately.

For category sort order this appears to be the best solution at present (I have already asked development if they will look at future alternatives)
