vpasp's seo pack is one way to go, another one is our static file modules.

There are pros and cons for either way.

Our modules are backwards compatible with older versions of vpasp (ie they work with vpasp4.5 to vpasp7)

Neither the vpasp one, nor our ones use server-side url rewriting (as that would be heavily dependant on the server and would involve quite major changes to the vpasp code) - both of them generate physical files on the system.

vpasp's one and our ones work in a completely different way on the admin side, and also work completely differently on what the static files actually do.

This is what v7 vpasp looks like with our static modules in place:
http://www.bigyellowzone.com/dev/vpasp70accesswithaddons/default.asp

That demo area's got static content (BYZ110), static product-detail pages (BYZ163) and static category pages (BYZ164), as well as lots of other addons.

BYZ163 (static product detail pages) -
http://www.bigyellowkey.com/mysoftware_product_details.asp?prdid=364&opu=n

BYZ164 (static category pages) -
http://www.bigyellowkey.com/mysoftware_product_details.asp?prdid=365&opu=n
NOTE: before installing BYZ164 you'd need to install BYZ116.

BYZ110 (static content pages) -
http://www.bigyellowkey.com/mysoftware_product_details.asp?prdid=224&opu=n

BYZ116 (enhanced searching/paging) -
http://www.bigyellowkey.com/mysoftware_product_details.asp?prdid=317&opu=n

We don't use bundles for our software anymore; instead what we do is let people buy individual modules, and if they want quite a lot of modules then we suggest they buy subscription (which is effectively the cost of around 4 or 5 modules)
BYZ147 (addon subscription) -
http://www.bigyellowkey.com/mysoftware_product_details.asp?prdid=344&opu=n

We can install them for you if you wanted to buy some development points:
http://www.bigyellowkey.com/mysoftware_product_details.asp?prdid=355&opu=n
The time needed for installation will vary from site to site.

Our static category addon will allow different default logic for the urls via a config option switch; a "file" format (eg "living-furniture.asp") or a "folder" format (eg "living/furniture.asp")

Yeah agree, but don''t forget for microformats markup / structured-data, open graph, schema.org, and twitter card. Also any requirement for meta description, keyword, canonical, etc... and competitors SEO design.
