minimum order vs. handling charge

Currently, I have minimum order set at $15. If anyone tries to checkout without ordering over $15, VPASP pops up with "Sorry, minimum order is $15.00" and the person cannot checkout (and, I've received angry emails from people that want to buy something that is just under the $15 level).

What I would like better, is if VPASP popped up with "Orders below our minimum $15 will be assessed a $3 handling fee." And then of course, the $3 (or whatever charge) would automatically be assessed to anyone ordering below the set minimum.

Can this be done, or perhaps it exists but I haven't come across how to do it?

thtas an excellant Idea .....is it going to be in 6.5 ......... has someone done it and want to shre code ?

Unfortunately the features list for version 650 is now closed. It would be a nice feature though is someone has done it and wants to post here.
