Sales tax was being added to shipping even though I set the option in control panel not to add it. I found this error in shoptax.asp (in red). Mine seems to work fine now that I changed it to "No".


If getconfig("xtaxincludeshipping")="Yes" then 
   taxprice=subtotal+shippingcost
else   
  If getconfig("xtaxincludediscount")="Yes" then (changed Yes to No)
    taxprice=total  
  Else
    taxprice=subtotal 
  End If
end if
