vpasp comes with some samples/defaults where you can use that kind of structure; default.htm, default.asp and shoppage_header/shoppage_trailer all have slightly different looks/contents/structures.
Basically you'd just change shoppage_header and shoppage_trailer to use the start and end bits of the overall panel structure.
I think default.htm has the 3 column format that you're after, so you'd just cut that in half where the central panel contents are and put the top half in shoppage_header and the bottom half in shoppage_trailer
What you might find useful is our vpasp panel-splitter where you can easily configure the panels/structure and show/hide them as appropriate:
