Can anyone advise me how I can make some of the Custemer Address fields Non Required at the Checkout?
For example I wish to make "State" and "Phone" optional fields.

What you are looking for is in shopcustomerform.asp. See in Sub ShopCustomerForm where is says
CreateCustRow LangCustEmail, "strEmail", strEmail, "Yes"
The Yes indicated required. Change to No for not required.
