The option for downloading in set on my cart, but I don't know where to go in the program to make it so the customer can actually download the product!

When setting up your product there is a place for attachment and download. You put the URL there. You need to set the settings in the cart to make them active. Go to the configure shopping cart under admin and type attachment in the search area. Fields that you need to edit will come up.
xendoforderattachmentfield

The field in the products table to be used to determine if an attachment is to be added to the e-mail sent to the customer. Default is orderattachment.

xendoforderattachments

These fields maybe only be in Your Virtual Store.

If you've got the option pack, you can use secure downloads; that will do what you need. Customers can download from 2 areas:
1) shopthanks (immediately after their payment)
2) review-previous-orders (then click on the order number)

There are some restrictions, but if you want to deal with those restrictions then you can use this addon for multiple-file downloads, labelling, and other enhancements:
