Lately when customers try to checkout, I get this message:

Shipping is out of range or mis-configure.
Please contact administrator for further assistance.

What could be causing this?

I get this as I sue weight range, to me it means that the product(s) selected are too heavy (or light) to fit in a weight range, alternatively it could be the product has had the weight entered incorrectly.

cps, check your shipping settings in administration, make sure to the same shipping names are using there.
take an example :
Normal Shipping, for country canada cost $10
Normal Shipping, for country US cost $8
Normal Shipping, for other countries cost $20

you cannot use something like :
Canada shipping, cost $10
US shipping, cost $8
Outside, cost $20.
