When you cannot find a config item to turn off a menu option in the Customer Admin screen, you can just comment it out in the code. It's very easy.
Open up shopcustadmin.asp
Go to the sub SetUpMenus around line #105. This contains all the code that sets up the menus on that page.
To comment out Downloads, just add an apostrophe at the beginning of line #182 which looks like this
AddMenuItem GetLang("LangorderDownload"),"shopcustdownloads.asp", "Yes"
If you want to remove that whole section, just comment out the line before and after the one mentioned as those create the table and close the table display.
I always like to comment out the code instead of deleting it in case I need to put it back in.
