I'm having trouble getting a link to default to the sign up form.

In some cases it leads the customer to the the sign up registration page, where the customer has the option to login in if he/she is an existing user or sign up as a new user.

In other cases, it leads them to a new user sign up page directly without a prompt asking if they already have an account.

I am at a loss as to how or why it will do one or the other seemingly at random. Depending on the browser, customer and "mood", it will do one or the other. I myself have witnessed it doing both during tests.

I assumed it was a cookie issue, but I disabled that function. I have repeatedly deleted cookies and switched computers to see if there was any correlation.

Any ideas? What am I missing?

In the shoppage_header.htm
try something like these...
