It depends if you want to change the physical files, or just the display. If you want to just change the display dimensions then take a look at:

The image-sizing module within that bundle allows you to specify min, max, or fixed, widths and/or heights for enlarged product images, product thumbnails, category images (each type of image has its own settings)
It looks at the physical dimensions of the images, compares that to your min/max/fixed width/height settings, and then displays things in the relevant width/height.
If you only want fixed widths/heights it's easier and doesn't really need an addon, just some template tweaks, but usually having max width is the best way to go because it avoids distortion.
