When trying to complete #4 of the setup process:

4. Obtain a Meter Number using utility fedexrtregister.asp

FedEx requires an additional number in addition to you account number. This is called a meter number. Start the VP-ASP supplied utility to obtain your Meter Number.

I get the error:

Error occurred getting Fedex Meter Number. Status code=22096
Server connection failed
