the bit that shows the random products is:
<%Displayrandomproducts%>
so, you'd just move that bit around to wherever you wanted to show the random products (ie in default.asp)
but, it depends on what your "homepage" really is (ie default.asp, or a shopcontent.asp page etc), and it also depends on what you regard as the welcome-message (ie a bit of text above that randomproducts call, or a header of the call itself) - try putting some test text at the top/bottom of that call in default.asp to double-check, eg: Randomstart:<br> <%Displayrandomproducts%> <br>:Randomend<br>
normally that bit will be in default.asp, and you'd just manually edit default.asp in notepad and move it around there.
