OK, I quit. According to the full help file, WinSqlAdmin is a (common) tool used to create MYSQL databases (must be, otherwise they would have TOLD US where it is found..... I've Googled it endlessly, I've looked everywhere, and yes I have downloaded and installed MY-SQL on my PC...still not around. Anyone have any suggestions?

i use "My SQL Control Center" as the interface to mysql; a free download from http://www.mysql.com

but, it depends on whether you're actually installing mysql itself, or whether you just want an interface which points to your host's mysql area.
