I want to change the footer text at the bottom of the cart. I changed LangCart02 in shop$language_english.asp, reloaded configuration through shopadmin.asp but it did not change. I do not see any option in Admin to change this variable, though I can see it listed in the session variables.

What am I missing?

Any help will be appreciated.

You need to reset the language, not reload the configuration. Also, you don't edit the file, you'll need to change it using the admin by going to occasional tasks-edit language.
