VP-ASP versions affected: 5.5, 5.0, and presumably older versions as well
This topic has come up in numerous other postings (listed at the bottom of this posting) but the answer had yet to be provided publicly. I'm placing this in a new post here so that it can be properly addressed as a bug.
Description: By default, VP-ASP 5.5 and 5.0 calculate the sales tax based on the merchandise total before the discounts and coupons. However it is more standard to calculate the tax after the discounts are applied. I have confirmed for several states in the US that a discount or coupon offered by the retailer is considered a "reduction in price" and therefore must be taxed on the post-discount amount. (note that a manufacturer's coupon that triggers a reimbursement from the manufacturer to the retailer is treated differently)
Solution: Version 5.5: The November 2 release of the "Fix Package for VP-ASP 5.50" available at this link: http://www.vpasp.com/sales/addons550.asp contains an update to the shopcartformat.asp file which solves this by causing the tax to be calculated after the discount or coupon.
Version 5.0: Mods to shopcartformat.asp and shopformatorder.asp are recommended to solve this. These may be obtained by contacting support directly, or I may provide them in this thread later.
Solution Dependencies: You must not have any of the more advanced tax calculation features enabled, so the following settings are required: --xtaxexcludeproducts = blank (unused) --xtaxexcludeproductsdb= blank (unused) --xtaxfreeproducts != "Yes"
Unfortunately, xtaxexcludeproducts is often set to "99999" to prevent taxing of gift certificates, so the solution will fail for many people. So, there is still a bug here that needs to be solved! UPDATE: There is now a solution to this problem as well! See the post below from Support.

Yes, I have the same problem. Tax are correctly deducted with the November patch *but* my gift certificates get "taxed" which shouldn't be the case.

Does anybody have a solution to this? Either my gift certificates are getting tax or I could remove the 99999 to fix the gift certificate problem but my tax does not calculate after Discount! Am I the only one with this problem? has anybody here have it working where both your gift certificate is not getting tax *and* your tax calculates after the item has been discounted?

This fix from Cam works wonderfully. Thanks Cam!
The fix is a replacement of the shoptax.asp file. I have it installed and am now able to have discounts taxed properly (tax calculated after discount) and can set xtaxexcludeproducts to 99999 to successfully avoid taxing gift certificates.
Currently, I have both the replacement shopcartformat.asp supplied in the November 2 release of the "Fix Package for VP-ASP 5.50" and the new shoptax.asp file installed. I assume both are still needed for the complete solution, but I have not confirmed this.
Keng also reported here: http://www.vpasp.com/virtprog/vpaspforum/topic.asp?TOPIC_ID=210 that the fix solved it for her as well.
Unfortunately no update to the official bug listings have occured so others may not know of this problem and the fix until they stumble upon it the hard way.
