EU VAT calculation is a difficult an elaborate process. At this moment we can't handle delivery shipments and gifts without the chance of nasty errors (depending on how the customer combines items into an order).
Intra EU shipments will be charged with VAT, despite the fact that a customer lives and pays outside of the EU. The VPASP shopping cart needs a design change for that:
For each order we need to maintain four fields:
sales amount realised within the EU
sales amount realised outside the EU
shipment cost within the EU
shipment cost outside the EU
The information needs to be gathered from the shopping cart and will be used for a correct VAT calculation. It are the gifts that make things complicated.
