There's 3 possible causes of that problem as far as I can see:
1) The parent file that's being loaded in the browser address line is named as an htm file rather than an asp.
2) The include command is inside the vbscript instead of inside the html code.
3) IIS isn't setup correctly (if you're running it from your pc rather than a normal hosted server)

which explains the basic pitfalls and how to get things to work.
(and yes; you should be able to use any asp/javascript/html within that form; it's just a case of making sure it's put into the correct bit with the vbscript <% and %> tags set as appropriate)
