 xcatmaxcolumns where does it work?

I have top level categories on the homepage, after a top level is selected I want to display all subcategories for the parent on the left side nav. Currently, I'm seeing 3 columns of categories on shopdisplaycategories.asp. In the admin if I adjust xcatmaxcolumns from 3 to 1, nothing changes. I still see 3 columns. Where is xcatmaxcolumns making the changes?

Bottomline, I just want to display subcategories on the left without tinkering with the code too much. I'm assuming I'm overlooking a configuration toggle to do this, please let me know otherwise I'll write custom ASP to do so, but why reinvent the wheel.
