I'm not sure if this is doable
-but-

I would like to alter the process used to order/buy a product. By default, it works like this: [Order > Checkout > Log in for shipping > Shipping > Verify (which adds order to db) > Select Payment > Final (which send the email to the merchant)].

Because of the unique nature of pricing, an estimate will almost always be required so I would like the process to go like this: [Order > Checkout > Verify (which adds order to db and sends email to merchant) > Merchant creates project from order and gives estimate (which send email back to customer) > Customer Log in > Shipping > Select Payment > Final (which send the email to the merchant)].

Can the default process be modified in such a way?

We have clients in the tourist industry who accept bookings online using our leased Bookings product but who do not want to accept payment until they have confimed availability. This would seem to be a similar situation to your Estimates scenario.

For our clients they have opted to have the user make the booking request and then the merchant replies with an email confirming availability. The email also includes a URL to the merchant's Online Bill Pay facility where the user enters the merchant supplied booking number and makes payment. The Online Bill Pay is a separate store though and requires a second VPASP licence.

Alternatively, you could use your store as the Estimates facility and lease the Online Bill Pay product from us for just $12 per month.

A simpler solution would be to allow a non credit card payment such as "Quote only"

This allows the customer to get everything you want without paying.

You could use user supplied prices and have Zero entered. The order will be saved, then the customer can come back later and restore after you have quoted, restore cart and change price.

Also, Possibly use the gift registry.
They pick a product and save it in the gift registry. You edit the quote based on there input they type in as the gift reciever.

You corespond back and forth thru tracking. When they are ready to buy, they login as a buyer, and type in the price and then type in the specs needed in the comments box.
