Is there a way to use the ampersnad sign in the catdescription field? Also can other special characters be used? Such as the quote symbol that is used to indicate inches.

Try using the following:

"the ampersand"followed by "amp;" (no spaces)

in place of just the ampersand.

See this page for other HTML special characters:

I have tried that, but when you click on the category name that has an ampersand ... such as Parts & Supplies, vpasp gives an error stating: The system cannot find the file specified.
I am sure the ampersand is causing the error in the url address bar. http://vpasp7.roederindustries.com/shopdisplayproducts.asp?id=2444&cat=Parts+%26amp%3B+Supplies
I do not understand why the developers of VPASP did not address this long ago. I would think this would be a very basic function of any shopping cart. I also found that you cannot use special characters such as a quotation. So if I want to have a category of boxes that are 8 inches by 6 inches, I cannot have it display like this: 8" x 6" boxes. It must display like this 8 inch x 6 inch boxes.
