Just add it to your shoppage_header.htm file

Or upload a html verification file from Google.

Hmm... don't have that page, however I have a simular page called shop_printheader.htm, but that file is not used in 7. You can't add a file in google webmaster central

in v7 it'll be in the templates folders, ie:

templates/default-2cols/shoppage_header.htm

or:

templates/default-3cols/shoppage_header.htm

(the template folder that gets used is held in a config option somewhere, by default it'll be one of the 2 values above. if in doubt and if it's a simple change, just change both those files).

Instead of the verification tag, why not just upload the html file to verify. Far easier and reduces page load.
