We are looking for an affordable VP-ASP person here to help us get our two sites (one cart) migrated to ver 7.0 and possibly change our card processing vendor. Is this the right place to troll for free-lancers?

This is the right place. V7.00 is very easy to upgrade to once you get into it. If it just the templates that take a little getting used to.

That said, were you looking for a developer or a designer or someone who could do both?
