Hi,
You might want to look at restricting the countries and states that appear in the customer form. This would prevent anyone from ordering who was from a country or state other than one you have specified as showing in the form.
You can determine what states and countries show in this form by going to "Advanced Settings" > "International" in your admin. Click on view/edit states or view/edit countries and edit those you don't want to appear. Set their "hide" field to "yes".
This should stop those countries and states appearing in the dropdown.
There is more info about this in the VPASP 7.0 User Manual, but I hope this points you in the right direction.
