what codes should I save in the table method of delivery for Romania, ROMANIA RO?

You should just be able to select the country when you set up the type of delivery. Or if you only ship within Romania, you can leave the Country drop down at "Select" and then just make sure the Country selection isn't available on the customer form. This can be done through the set up of your shopping cart in Customer Details.
