In the manual, it says,
Table: E-mail can only be done from selected VPASP tables; customers, orders, affiliates and projects.

Do registered people come under customers?

Can I send a bulk email newsletter to registered people?

When a person registers, their information becomes part of the customers table. Yes, you can send bulk email to entries in the customer table.
